Santorum quoted conservative activist Richard Viguerie that “personnel is policy,” and that in his administration he would surround himself with those that share his values.
The winner of the recent primaries and caucuses in Minnesota, Missouri and Colorado, Santorum repeated his promise to cut five trillion in spending and balance the federal budget in five years, and said each of his annual budgets would not spend more than the previous year.
Santorum warned about the dangers of government control. “Our rights come not from government, but from a higher authority,” he said. “A government that gives you rights can take them away.”
